The ChatGPT Ad That Never Sends Anyone to Your Website (and Why OpenAI Is Betting $100 Billion on It)

Every ad you have ever bought had the same job: get a person from where they are to a page you control. ChatGPT Ads has started testing a unit that does not do that. You click, and instead of your website you get a second conversation, this one with the advertiser's AI agent, inside ChatGPT. Wayfair is already running it.4 OpenAI calls the format Sponsored Agents, announced it on 16 September alongside Shopify and HubSpot integrations, and its CFO described the ads it has sold so far as "a basic starting point" for what comes next.118

We published a 68-minute operational guide to ChatGPT Ads earlier this year. In it we flagged that OpenAI's published API spec contained a fully typed "Business Agent" object, with a 4,000-character instructions field and an attached lead form, that appeared nowhere in the written documentation. That object now has a product name and a pilot. This post covers what shipped, what it costs you to be ready, and where the numbers still do not add up.

The short version

  • Sponsored Agents are ads that open a labeled chat with a brand's AI agent inside ChatGPT. The visitor asks questions, then follows a link to the website "when they are ready." US only, select advertisers, no pricing published.12
  • Shopify now has a free ChatGPT Ads app built by OpenAI. It syncs your catalog, installs the pixel, and lets you run campaigns from the Shopify admin. US merchants first, international from 23 September.38
  • HubSpot is the first CRM partner. Connect the ad account and create ads, auto-tag clicks to contact records, and enroll engaged contacts in workflows without leaving HubSpot.39
  • Ads Manager gets a prompt box. Create, update and analyze campaigns in plain language, get suggested copy and images, and opt in to headlines that rewrite themselves to fit the conversation and the reader's language.1
  • The money is real. ChatGPT Ads hit a $1 billion annualized run rate in under 200 days. OpenAI's target is $2.3 billion this year and $100 billion by 2030.1011
  • The measurement is not. Advertisers report click counts that do not match their analytics, the eligibility list is still four consumer verticals, and nobody can tell you how an on-platform conversation will be attributed.14

What changed on 16 September

OpenAI's announcement, titled "Reimagining advertising with AI," bundled five things.1

Sponsored Agents. When a relevant ad appears, the user can choose to enter "a clearly labeled conversation with a business-sponsored agent." They can "spell out what matters to them," ask follow-up questions, and click through to the business's website when they want to. The conversation is separate from ChatGPT's own answer and from the thread the user started. Testing is limited to select advertisers in the United States.

Prompt-driven campaign management. An Ads Manager plugin inside ChatGPT lets advertisers create, update and analyze campaigns by typing instructions. A website URL or a brief is the starting point. The plugin reports performance and recommends next steps.

AI-suggested creative. Copy and imagery drawn from the landing page and the campaign objective, reviewed and edited by the advertiser before it goes live.

Opt-in text customization. A setting that rewrites headlines and descriptions to match the conversation the ad appears in, and translates them into the reader's language. OpenAI's wording puts responsibility for accuracy and regulated claims on the advertiser.

Two integrations. HubSpot as the first CRM partner, Shopify as the first ecommerce partner. Both are covered in detail below.

Named advertisers in the announcement included Newegg, Best Buy, Lowe's and VistaPrint. New accounts get a $500 credit after spending $500.1

What a Sponsored Agent is

Strip the announcement language and the mechanics are simple.

The old unit sends the click to you. The new unit keeps it inside ChatGPT until the visitor decides to leave.

A standard ChatGPT ad is a sponsored line under an answer. Click it and you land on the advertiser's site, with a pixel and a Conversions API doing the measurement.19

A Sponsored Agent ad looks the same until the click. The call to action reads something like "Chat with us."4 Clicking opens a separate, labeled chat window. The agent on the other side is the advertiser's, configured with the business's own instructions and product data, and it answers the questions a visitor would normally have to go to the website to answer: does this fit, what is the capacity, how do I care for it, what is the shipping time.1 When the visitor is ready, the agent provides the link.

Three boundaries matter:

  1. The agent is walled off from ChatGPT's own answer. OpenAI's help center says the Sponsored Agent conversation "is distinct from ChatGPT's independent answers and separate from the original conversation that the user started."2 The ad is not allowed to change what ChatGPT says.
  2. Advertisers do not get the user's history. They see what the user typed inside the sponsored chat, plus aggregated campaign data such as impressions and clicks. No chat history, no memories, no personal details.26
  3. Ads only reach Free and Go accounts. Plus, Pro, Business, Enterprise and Edu users see none, and neither do accounts OpenAI estimates to be under 18.19

It is the Business Agent from the API spec

The object is not new. OpenAI's ads OpenAPI specification, version 2.3.0, has carried a /business_agents surface for months, with create, publish and preview endpoints. The create body takes a name, instructions of up to 4,000 characters, up to 12 conversation starters, product feeds, connectors, tools, and an optional lead form.21 Search Engine Roundtable spotted an "Agent" campaign type in Ads Manager for select advertisers on 31 July.17

We wrote about that gap in the undocumented-surface section of our guide. What has changed is that it now has a public name, a named pilot advertiser, and an OpenAI help center page. What has not changed is that pricing, measurement and attribution for it remain unpublished.

Who is testing it, and what they said

Wayfair is the only advertiser publicly confirmed in the Sponsored Agent pilot. Its director of paid media, Morgan Brown, told Digiday: "We're always testing new technologies that can improve the shopping experience, and this pilot will help inform our approach to AI-native commerce." The test runs "at limited scale with guardrails around product accuracy, transparency and service handoffs."4

The agency reaction was cooler. Farhad Divecha, CEO of Accuracast, compared the format to Meta ads that send people into WhatsApp: a tool for opening a conversation, not closing a sale.5 Shamsul Chowdhury, SVP of paid media at Zeno Group, said of ChatGPT ads generally that "ROI just hasn't been there for the most part," and called a seamless experience "the big if" for the new format.5

The Meta comparison cuts both ways. Smartly, which now has a partnership with OpenAI, reports that its click-to-chat format on Meta drives five times more sales than a basic Meta ad.15 If that transfers, the sceptics are wrong. If ChatGPT's audience keeps behaving like a research audience rather than a buying one, they are right.

Retailers have a second worry that has nothing to do with ROI. A click that stays inside ChatGPT is a click that never hits your site, never sets your cookie, never joins your remarketing list and never becomes first-party data.22 Wayfair's "service handoffs" guardrail is the polite name for that problem.

The Shopify app

The ChatGPT Ads app in the Shopify App Store is free, developed by OpenAI, and has a listing date of 3 September, two weeks before the announcement.8 It does five things:38

  1. Connects an existing ChatGPT Ads account, or creates one, from the Shopify admin.
  2. Syncs your product catalog to Ads Manager automatically. Catalog changes flow through without a manual feed.
  3. Creates ads from catalog data.
  4. Installs a Shopify server pixel for conversion events, which is the server-to-server equivalent of the Conversions API.
  5. Reports spend, click-through rate, conversions and cost per acquisition inside Shopify.

Targeting options are audience segments, custom audiences, device, location, platform and product category.1

The permissions are broad. The app reads customer names, emails, IP addresses and browsing behavior, store owner contact details and product listings, and it can edit marketing events and pixels.3 None of that is unusual for an ads app, but read it before you install it, and check who else on the store has access to the ad account.

Availability: US merchants from 16 September. International rollout begins 23 September in the markets where ChatGPT Ads already runs, which after the August expansions into 31 European markets and India stands at 41.3 English only at launch.

If you sell physical goods on Shopify in one of the four permitted consumer verticals, this is the cheapest on-ramp the platform has offered. If you sell anything else, the app installs fine and the campaign gets rejected at policy review. Check the eligibility table before you spend an afternoon on it.

The HubSpot integration

HubSpot partners had documented a beta of this since the week of 13 July, so the 16 September date is the general release rather than a first sighting.3 Inside HubSpot's ads tool, ChatGPT now sits next to Google, LinkedIn and Meta.9

The connection uses an API key generated in the OpenAI Ads dashboard. Once linked:9

  • Campaigns can be created and reported on from HubSpot.
  • Auto-tracking appends UTM parameters to ChatGPT ad URLs so clicks attach to contact records.
  • Contacts who engage with a ChatGPT ad can be enrolled in workflows: assign to sales, send a sequence, change lifecycle stage, create a task.

For B2B advertisers this is the frustrating one, because the CRM side is exactly what you would want and the policy side still says you cannot run the ads. OpenAI's ad policy limits the test period to a short list of consumer categories, and B2B software is not on it.20 HubSpot's own promotional bundle, running to 30 September, includes a $750 ChatGPT ad spend match for new accounts, which tells you HubSpot expects that to change.3

The numbers behind the push

OpenAI confirmed ad tests on 16 January and started the US pilot on 9 February. Self-serve Ads Manager, with CPC bidding, the measurement pixel and the Conversions API, opened on 5 May. Product feeds arrived on 2 June. Ads went live across 31 European markets on 24 August and in India on 29 August.3

On 31 August OpenAI said the business had passed a $1 billion annualized run rate, in under 200 days.10 Adweek reported the internal targets as $2.3 billion for 2026 and $100 billion by 2030, against 1 billion weekly active users of whom about 20 percent show commercial intent.11 For scale, eMarketer expects total US chatbot advertising revenue to stay under $1 billion in 2026, so OpenAI is already larger than the analysts' whole category.6

Similarweb, which launched an AI ads tracking dataset on 17 August, measured 26 percent of ChatGPT responses on the Free and Go tiers carrying a sponsored ad in June, up from 14 percent in May.1213 A quarter of answers already have an ad in them. That is the inventory Sponsored Agents will sit on.

On 8 September, at Goldman Sachs' Communacopia conference, CFO Sarah Friar said the ads shown so far are "a basic starting point," that the company sees "early indications" of a more AI-native format, and that "this is all before we've really launched a format that feels truly endemic to AI." She described the ambition as what you would get "if Google and Meta had a baby."18 Six days later Digiday had the Wayfair pilot.4

The catch: three problems the announcement did not fix

Clicks that analytics cannot find

TechTimes collected advertiser accounts on 1 September that read like the same bug from four angles.14 Cleverly's CEO saw 57 clicks in Ads Manager and fewer than 20 visits in Google Analytics. We Scale Startups reported click counts that "never quite lined up with GA, and not always in the same direction." Camino5 spent about $1,000 and saw clicks registered with no GA data at all. Choice OMG paid roughly $7 a click for 60 clicks and got "not one" conversion or meaningful on-site engagement.

The root cause is a young tracking stack. The OAIQ pixel SDK and the server-side Conversions API both launched on 5 May, and their interaction with UTM parameters and standard analytics is still producing gaps. There is no view-through attribution beyond a one-day window that is excluded from your totals, no lift measurement and no incrementality tooling.14 OpenAI has since shipped configurable 7, 14 and 30-day click windows, five-way platform reporting, and an Event Quality Score that grades pixel and Conversions API data on a 1 to 10 scale.3 Useful, but they diagnose the gap rather than close it.

Now add a format where the click never reaches your site. Every one of those tools measures a website visit. A Sponsored Agent conversation does not produce one until the very end, if at all. OpenAI has not published how it will count, price or attribute the conversation itself.7 Until it does, you are buying a metric that only OpenAI can see.

Most of you still cannot buy it

The policy has not moved. The initial test period allows a short list of consumer verticals. Everything else, including the B2B software, services and agencies that make up most of the HubSpot customer base, is disallowed.20 The Shopify app and the HubSpot integration reduce the setup work to minutes for people who are already allowed in. The audience is still Free and Go

Ads reach Free and Go accounts only. The people paying $20 a month or more for ChatGPT, who are disproportionately the professionals and heavy users advertisers want, never see one.19 Sponsored Agents inherit that. A brand agent in ChatGPT is a brand agent for the free tier.

What Sponsored Agents change about the job

If the format ships broadly, the optimization target moves.

Your landing page becomes a system prompt. The 4,000-character instructions field is the creative. What the agent knows, refuses, recommends and hands off is what the visitor experiences.21 Nobody on your team has written one of these for a paid campaign before.

Your product feed becomes the agent's knowledge. Sponsored Agents pull from product feeds and connectors. Missing dimensions, stale stock, vague shipping copy and unwritten warranty terms all surface as wrong answers to a live prospect. The Shopify catalog sync makes the feed automatic. It does not make it accurate.

Your conversion event moves inside the chat. In the API, the lead form attaches to the Business Agent, not to the ad creative.21 The capture step happens in the conversation. Whether that fires your pixel, your Conversions API, or nothing you can see, is the open question above.

Handoff becomes a design decision. Wayfair's guardrails are accuracy, transparency and "service handoffs."4 When the agent should stop answering and send the visitor to a human, a page or a cart is a product decision, and it needs deciding before the pilot opens to you.

What to do this month

If you sell on Shopify in a permitted vertical. Install the app, let it sync the catalog and the server pixel, and run a small CPC campaign with tight context hints. Compare Ads Manager clicks against Shopify sessions from day one so you know your own attribution gap before you scale. Fix the catalog fields the agent will need: dimensions, materials, care, shipping windows, returns.

If you run HubSpot. Connect the account and turn on auto-tracking so any ChatGPT click that does arrive is tagged to a contact. Build the workflow now: a ChatGPT-sourced contact should route somewhere specific. If your category is not permitted, that is still worth 20 minutes, because the policy will widen before the integration changes.

Everyone else. Do the plumbing anyway. The pixel and the Conversions API take a few days, cost no media spend, and are the same regardless of format. Then draft the agent: a 4,000-character brief covering what you sell, what you will not claim, the ten questions prospects ask, and the exact conditions for handing off to a page or a person. One rule for all three: run it as a test with a budget you can lose, and read OpenAI's numbers against your own. The platform is nine months old, the format is a pilot, and the people telling you the ROI is there are so far mostly the people selling it.
